17.5% Moron?

In 2002, Sir Nicholas Montagu appeared on a BBC-TV quiz show ("University Challenge Reunited") to compete with his old New College, Oxford teammates (the 1964 champions) against the 1994 champs from Trinity College, Cambridge.
Among the questions was a simple calculation: 17.5% of a given figure. While Montagu struggled to work it out, Cambridge instantly buzzed in with the correct answer, much to the amusement of host Jeremy Paxman:
"I would have thought you would get that," he declared, "being head of the Inland Revenue [the British equivalent of the IRS]!" "Actually," Nicholas meekly replied, "that's a different department."

[Trinity won 225-175.]
